Manufacturing planning & Materials Manager

Job Description and Qualifications
Air Products and Chemicals, Inc. (NYSE:APD), a Fortune 500 manufacturer of industrial gases and chemicals, is seeking a high energy, self-starter with strong interpersonal skills to fill a Manufacturing Planning & Materials Manager position at its new manufacturing facility in Palmetto, Florida (Port Manatee/Manatee County).
This position is responsible for all activities relative to the procurement and management of materials and services required to manufacture products at Port Manatee. The incumbent is also accountable for the successful management of the manufacturing support functions of production planning and production control.
This position reports to the Plant Manager along with other key manufacturing management positions. Directly reporting to this position are the Production Control Supervisor, the Inventory Control Specialist, Materials Distribution Supervisor, and local Material Management Specialists (Buyers).
The incumbent is responsible for producing and controlling production orders, related documentation and schedules to support manufacturing. This will include obtaining delivery of materials to the shop floor that meet specification in a timely manner as required by the production schedule without shortages or, if shortages exist, developing appropriate "work around" solutions. This responsibility is essential to successful plant operation.
This role will require frequent coordination and communication with Production, Engineering, Estimating, Quality Control, and with the appropriate lead functional managers located in the Wilkes-Barre facility such as Quality Manager, Materials Manager and Projects & Planning Manager.
Principal Accountabilities
1. Execute a sound material plan to ensure availability of required production materials at the lowest possible cost.
2. Deployment and enhancement of production planning and materials management tools and work processes.
3. Administratively responsible for the development of the production control, production planning and material management teams including staffing and training, to ensure that skills and resources meet business requirements.
4. Responsible for material management from specification, purchase, receipt, storage and issuing of all materials to the shop floor. Define and maintain optimal inventory of critical materials in order to enhance manufacturing lead times at minimum carrying costs.
5. Monitor delivery of materials and proper certification information and communicate ordering/expediting priorities to focus buyer and vendor efforts on potential problems.
6. Forecast material costs for all projects and monitor actual performance to identify and prevent budget overruns.
7. Provide material lead times and costs for use in developing sales estimates, establishing project schedules and analyzing stocking requirements.
8. Manage the material control department operating expenses to insure cost effective utilization of manpower and systems.
9. Maintain sound records of materials acquisition, possession, and usage to satisfy accounting and quality control requirements.
10. Systematic review of skills gaps and training/development needs of the production planning, and material management teams is an important responsibility, including participation in HRP Process. Lead systematic planning and evaluation of personnel development and training, with particular focus on development of future leaders and succession planning.
11. Translate the strategic business objectives cascaded from management into specific objectives, providing direction and setting goals against which the performance of the team is measured and assessed.
12. Identify and utilize excess materials or dispose of them for salvage value.
Qualifications:
Bachelor's Degree in Engineering or Business with experience in manufacturing planning, scheduling, and material procurement and management within a manufacturing environment.
Strong communication, leadership, and influencing skills.
Demonstrated experience in management of salaried work force and directly managing a multifunctional team.
Skilled in Microsoft Office and experience using materials management computer systems including material specification and billing, material procurement, goods receipt and inventory control.
Preferred candidate will have an Engineering degree or an MBA with experience in SAP, basic knowledge of pressure vessel manufacturing, management of procurement activities on a global basis, familiarity with the working environment within a team engineering process plant projects, 10+ years managing a multi-skilled professional team within a large matrix management organization.
